India’s UPI Moment for Electric Vehicles: Unified Bharat e-Charge Explained

India’s digital payments revolution began with UPI—a simple, interoperable system that let anyone pay anyone, anywhere, without worrying about which bank or app the other person used. Now the country is applying the same logic to electric vehicle charging.Unified Bharat e-Charge (UBC), unveiled by Union Heavy Industries Minister H.D. Kumaraswamy, is being positioned as the “UPI for EV charging.” It aims to end the fragmented experience that currently frustrates EV drivers: multiple apps, separate logins, different payment methods, and uncertainty about whether a charger is available or even works.

India already has millions of EVs on the road and tens of thousands of public chargers operated by oil marketing companies (BPCL, Indian Oil, HPCL), automakers, state agencies, and private charge point operators such as ChargeZone, Statiq, Bolt.Earth and others. Yet each network largely runs in its own silo. Drivers often need several apps just to locate a station, check real-time status, book a slot, and pay.This friction slows adoption, reduces charger utilisation, and creates range anxiety beyond pure battery concerns. UBC is designed to remove that friction through national-level interoperability.

Built on open protocols and developed primarily by Bharat Heavy Electricals Ltd (BHEL) with support from the National Payments Corporation of India (NPCI), UBC functions as a “one nation, one app / one interface” layer. Key features include:

  • Real-time discovery of chargers across participating networks, showing location, ownership, power output, availability, and tariffs.
  • Ability to book slots and start charging sessions regardless of who owns the station.
  • Seamless digital payments, typically via UPI, without switching apps or maintaining multiple wallets.
  • Data sharing requirements so that operators feed location, status, pricing, and payment options into the national hub.

Much like UPI did not replace banks, UBC does not replace individual charge point operators. It creates a common digital backbone so that any compatible app or interface can access the broader network. Some descriptions emphasise protocol-level interoperability (drawing on standards such as OCPI or related open frameworks) rather than a single monopolistic super-app.

UBC is closely tied to the PM E-DRIVE scheme. The government has allocated ₹2,000 crore specifically for public charging infrastructure, with a planning benchmark of roughly 72,000 public chargers. This includes large numbers of chargers for two- and three-wheelers, fast chargers for passenger vehicles, and high-capacity units for buses and trucks.In May 2026, the Centre sanctioned ₹503.86 crore for 4,874 chargers across states and central public sector enterprises. Chargers installed under the scheme are expected to onboard onto the Unified Bharat e-Charge platform. Performance, uptime, and utilisation will be monitored through this national hub.

A seamless charging experience can accelerate the shift from early adoption to mass-market scale. Drivers gain confidence that they can charge almost anywhere with a single trusted interface. Operators benefit from higher utilisation as their stations become visible and accessible to a much larger pool of users. The model mirrors India’s broader approach to public digital infrastructure—Aadhaar, UPI, and ONDC—where the state builds the rails and the market innovates on top of them.

Challenges remain. Physical infrastructure density is still low relative to the growing EV fleet, grid readiness and standardisation need continuous attention, and widespread participation by private operators will be essential for true nationwide coverage. Digital unification cannot substitute for enough working chargers in the right places.

If UBC delivers on its promise, charging an EV in India could become as straightforward as scanning a QR code to pay for groceries. The comparison to UPI is deliberate and ambitious. Just as UPI turned digital payments into an everyday habit for hundreds of millions, Unified Bharat e-Charge seeks to make public EV charging reliable, interoperable, and invisible in its complexity.India’s EV transition is no longer just about vehicles or subsidies. It is increasingly about the quality of the everyday experience. With UBC, the government is trying to get that experience right.
